Derby to request you to inform Earl Granville, with reference to the first paragraph of the Law Officers' report accompanying your letter, that his Lordship does not perceive any such special conditions in the present case as could render it advisable to issue other instructions than those given in 1864, except for the purpose of explaining to Colonial Governors how far, and under what circumstances, taking amounts in coal is to equipping under the terms of the Act.
